Assam NRC row : SC directs 40 lakh excluded people to file claims within 60 days

The supreme court of India on Wednesday ordered to start receiving claims and objection from 40 lakh people who were left out of the National Register of Citizens (NRC) list in Assam.

The bench of justices Ranjan Gogoi and Rohinton F. Nariman said that the process will start on September 25, 2018 and will continue till 60 days onwards.

To prove their legacy the claimants can choose to submit any or more documents from 10 additional documents detailed in the draft Standard Opening Procedure (SOP) accepted by the apex Court. The center had submitted 15 documents from which 5 were left out by the court.

The documents that can be submitted, include land documents like registered sale deed upto March 24, 1971, permanent residential certificate issued from outside the state, passport issued by the government of India, birth certificates issued by the competent authority, educational certificate issued by board/universities.

Other documents which can be relied upon include LIC policy of the relevant period, any license/certificate issued by government, document showing service/employment under government/PSU, bank/post office accounts of relevant period, records or processes pertaining to courts, provided they are part of a processing in a Judicial or Revenue Court.

According to a report in Indian Express, The process of filing claims was about to begin on august 30, 2018 but the court had objection with respect to the list of 15 documents submitted by the center. On September 05, 2018 the court cleared 10 documents out of total 15 documents. During the same hearing the court also deferred till further orders the commencement of receiving claims and objection with regards to the NRC.

The final draft of NRC was made public on July 30. The draft had the names of 2.89 crore people out of 3.29 crore people who had applied for inclusion in the NRC. As a result, almost 40 lakh people were left, most of them being Bengali speaking people.
